Counter-Terrorism and Organized Crime Investigation Branch (C-TOC)

The Counter-Terrorism and Organized Crime Investigation Branch (C-TOC) is a key division of the Jamaica Constabulary Force (JCF), leading national efforts against terrorism and organized crime. Established in January 2015 through the merger of the Organized Crime Investigation Division (OCID) and the Flying Squad, C-TOC was formed to deliver a more cohesive and powerful response to complex criminal threats.

C-TOC operates as a hybrid branch, combining investigative, operational, and intelligence units to take a comprehensive and proactive approach to crime fighting. Its structure includes four main divisions and six specialized sub-units, each addressing critical aspects of organized and transnational crime:

Main Divisions:

  1. Firearms and Narcotics Investigation Division (FNID): Targets illegal firearms and drug trafficking.
  2. Fraud Squad Division: Investigates financial crimes, white-collar offenses, and economic fraud.
  3. National Strategic Anti-Gang Division (NSAD): Focuses on dismantling gangs and handling gang-related violence, including kidnapping and extortion.
  4. Communication, Forensic and Cybercrime Division (CFCD): Handles cybercrime, forensic analysis, and technology-related offenses.

Specialized Sub-Units:

  1. Anti-Trafficking in Persons (Vice Squad): Fights human trafficking and supports victims.
  2. Special Operations Unit: Executes high-risk and tactical operations.
  3. Counter Terrorism and Special Investigation Unit: Gathers intelligence and investigates      terrorism and national threats.
  4. Intellectual Property Rights Unit: Tackles copyright infringement and counterfeiting.
  5. Stolen Motor Vehicle Investigation Unit: Recovers stolen vehicles and disrupts vehicle theft rings.
  6. Covert Evidence and Intelligence Gathering Unit: Uses advanced techniques for intelligence collection in complex cases.

C-TOC leads the JCF’s strategic initiatives against organized crime and terrorism through a well-coordinated, intelligence-driven approach. It works closely with internal JCF departments and external partners, both local and international, to address the global nature of modern criminal enterprises.
